KARACHI: (Aftab Channa) While the Supreme Court of Pakistan was informed that summaries for removal of provincial ombudsman were sent to CM for approval, however the authorities in Sindh government are trying how to save provincial ombudsman and his appointed dozens of relatives from the apex court’s orders, Sindh Post has learnt.

“Syed Peer Ali Shah was appointed in 2012 and was given extension because of his close intimacy with the former Sindh chief minister, which was illegal as there is no provision for such an extension of term in law, sources said, adding that the ombudsman has also close relations with Opposition Leader Khursheed Ahmed Shah and the sitting chief minister Syed Murad Ali Shah.

The Provincial Ombudsman office has been found releasing government funds to a particular non-government organization (NGO), established and being run by the ombudsman and his family members.
Sindh Post learnt that the ombudsman allegedly established an NGO namely Sindh Association of Working Women (SAWW) having his wife Mrs. Ghazala Shah as its President and Chief Executive Officer (CEO), while his son Abdullah Shah is General Secretary, CFO, Director Operations, Marketing and Human Resources of the NGO.
His daughter Mrs Urwah Mehmood is Director Programs and Projects, brother-in-law of ombudsman’s wife Syed Shahnawaz Shah is Director Overseas Coordination and Partnerships, and sister-in-law of ombudsman Mrs. Yasmeen Zainulabideen is Director Divisional Coordination.
Similarly, a family friend Mrs. Shewana Shahjahan is serving as Director Communication and Networking, and younger daughter of ombudsman Ms. Tooba Shah is Director Research of the said NGO.
Sources further disclosed that Mrs Ghazala Shah invited Ombudsman, his husband, to an Iftar Party on June 28th where the ombudsman donated Rs 500,000 to the NGO. ‘The practice of releasing funds to own a family member is totally illegal and against all norms.

According to sources, the ombudsman who is supposed to provide relief to the women facing all kinds of harassment at workplaces particularly the sexual ones, has illegally appointed several people in the secretariat that included his family members.

Abdullah Shah son of Pir Ali Shah was appointed as Ombudsman consultant and assigned with additional charge of Director administration/Human Resources, and HR Advisor. His qualification is fresh masters’ degree in 2014 and his age is only 26 years old.

Separately, ombudsman Pir Ali Shah, while bypassing the Services Act & Rules Regulations of Appointments and without observing codal formalities, has appointed his daughter Ms Tooba Shah as Superintendent. The post got vacant after resignation of former superintendent Safina Channa, sources added.

In yet another case, the ombudsman has also appointed his daughter namely Ms Urwa Shah for arranging seminars etc. Moreover, Abdul Manan was illegally appointed as Assistant Private Secretary at an age of 40 years. He was twice promoted by the ombudsman and made DDO BPS-18. He is given signing authority of the ombudsman secretariat.

Irfan Shah was also illegally appointed as Computer Operator and promoted as BPS-14 and another person Shahzad was appointed as Lower Division Clerk (LDC) BPS-7 and promoted as Assistant BPS-14 illegally.

Interestingly, on August 28, 2015, the ombudsman secretariat forwarded a letter to the Accountant General Sindh for disbursement of salaries of 21 newly recruited officials for further process. “There was a complete ban on fresh recruitments in any department of the Sindh government when the ombudsman made these inductions”, sources said.
